Global Science & Technology, a growing scientific and high-technology firm, is seeking a full-time Subject Matter Expert for Machine Learning to support the NOAA STAR Research & Technology Maturation for the Exploitation of Emerging Technologies (RTMEE) Contract. Position located in College Park, MD. Please note this position is contingent upon contract award.

Position Summary:

The Center for Satellite Applications and Research (STAR) is NOAA's premiere research office for developing the satellite algorithms needed to transform satellite observations to environmental measurements.  The candidate will we seek will support STAR's efforts to assess future, emerging, and contemporary Machine Learning, Artificial Intelligence, and Deep Learning techniques and their applications for integration of remote sensing with environmental data products and numerical models.

Primary Duties:

  • Provide guidance to target research and implementation of appropriate machine learning (ML) algorithms and tools
  • Design and develop machine learning applications according to requirements
  • Select appropriate datasets and data representation methods
  • Run machine learning tests and experiments in coordination with STAR remote sensing and data assimilation activities
  • Perform statistical analysis and fine-tuning using test results to train/retrain systems when necessary
  • Extend existing ML libraries and frameworks
  • Enhance the processing, manipulation, visualization, analysis, or interpretation of environmental data through application of ML

Required Education/Experience/Skills:

  • Masters of Science degree in Computer Science, Mathematics, Physical Science, or related field with emphasis in remote sensing or equivalent
  • Minimum of 10 years related work experience
  • Proven experience applying Machine Learning, Deep Learning, and Artificial Intelligence to remote sensing retrievals and associated environmental products
  • Understanding of data structures, data modeling and software architecture
  • Understanding of statistical assessment and associated strategies for evaluation of models and identification of patterns
  • Understanding of Artificial Intelligence and/or Machine Learning as applied to remote sensing, radiative transfer, surface emissivity, data assimilation/fusion, singly or in combination
  • Familiarity with machine learning frameworks (like Keras or PyTorch) and libraries (like scikit-learn)
  • Practical application of computing and scripting languages such as FORTRAN, Python, C, and C++
  • Scientific programming experience in IDL, MATLAB, and/or FORTRAN
  • Experience working with scientists across disciplines and of diverse backgrounds on technical activities
  • The candidate must be able to provide examples of authored code and completed projects.
  • A demonstrated ability to work effectively with others
  • Strong communication skills, both written and verbal
  • Able to collaborate effectively with other team members to meet deadlines.
  • Strong desire to learn and work in a science environment

Desired Experience/Skills:

  • Experience in writing computer code for modeling physical systems
  • Knowledge of common satellite data and numerical model formats, such as NetCDF, HDF, BUFR, and GRIB, etc.
  • Familiarity satellite remote sensing and analyses of large environmental satellite data sets with a preference for meteorology, oceanography, atmospheric physics, or related field.
  • Familiarity with high performance computing systems, such as distributed and shared memory supercomputers, and parallel programming libraries (e.g., MPI).
