Global Science & Technology, Inc (GST), a growing scientific and high technology company, is seeking a Cloud Financial Engineer to support NOAA NESDIS OSGS Business Operations Support.

This position is located in Silver Spring, but is temporarily approved for telework due to Covid-19. A hybrid model of onsite and telework each week will likely be put in place in the coming months.


Position Summary:

The Cloud Financial Engineer is responsible for estimating, monitoring, and auditing cloud resources to improve the operational efficiency of cloud infrastructure and recommend Cost Optimization actions. This position is also responsible for estimating cloud infrastructure, cloud development costs and forecasting growth, while also considering third party support licensing agreements, labor costs, and financial statement impact.

The Cloud Financial Engineer will interact regularly with the leadership, developers, architects, operations, contracting and acquisition team to take actions to optimize cloud spending and improve efficiency. This person will deploy end to end cloud solutions that include requirements gathering, architecture, development, deployment, and operational management of solutions that specifically provide value to cost optimization and reporting. This person will also contribute to the administrative resolution of events or configurations (etc.) that contribute to unnecessary cloud expenditures to create a leaner solution (hands on AWS account administration)

Primary Duties:

  • Develop cost estimates, manage budgets, and maintain spend plans
  • Analyze the cloud infrastructure and provide financial updates and optimization recommendations
  • Develop and maintain cloud infrastructure capacity and demand forecasts including day to day monitoring and tracking of cloud capacity & resource management for all services
  • Coordinate with managers to log incoming cloud service demand and provide recommendations.
  • Cloud infrastructure operational reporting (on performance, usage, compliance, etc.)
  • Responsible for day-to-day cloud performance tracking and reporting including creating reports for new services & manage exceptions to usage and billing, as needed
  • Continually monitor and report usage to ensure costs are controlled.
  • Participate in deep architectural discussions to help project teams make the most cost-efficient choices
  • Architect, Deploy, and Manage Cloud Solutions that Contribute to Cost Optimization, Cost Avoidance, and Cost Reporting (i.e.: Chargeback Tools)

Secondary Duties

  • Create Cloud cost optimization framework and Governance mechanism using native and 3rd party tools
  • Create metrics, reports, and recommended remediation options and plans for financial excellence in the cloud
  • Develop Cloud (AWS) financial controls and guardrails
  • Build automation in cloud native or third-party tools to report on cloud infrastructure cost and operations.
  • Implement cost and control dashboards and alerting (performance, usage, compliance, etc.)
  • Review and validate incoming requests for new cloud services and/or infra components and ensure capacity availability
  • Work with development and project teams to understand current systems and costs and make recommendations for usage and fiscal improvements.
  • Manage AWS resource discount programs (Reserved Instances and Savings Plans)

Required Education/Experience/Skills:

  • Bachelor's Degree in Computer Information Systems or related field with emphasis on Cloud Analytics and 8-14 years' experience in Cloud Financial Analysis, specifically targeted at AWS, or equivalent education and experience.
  • Familiarity with Government Budget / Financial Planning (Know terminology, processes, procedures)
  • Technical experience in AWS Cloud (could be architecture, operations, security, anything) outside of strictly finance roles
